Charvil Heroes Award Nominees

The Nominees for the Charvil Heroes Award are:

Andy Cowan

Andy was nominated because “it brightens my day when he shares his fantastic photographs of the wildlife and birds around Charvil. We are lucky to have such beauty, but talent in Andy to share them too”.

Suzanne Newman

Suzanne was nominated because she’s “been bringing music and singing to the village for 35 years. She is an active member of the community, helping out at village events throughout the year. She always manages to bring enthusiasm and a genuine love for music and her community to everything she does”

Mark Royle

Mark was nominated for “tirelessly giving his time to ensure hundreds of children have the most amazing opportunities through Scouting, learning new skills, improving wellbeing and making new friends”.

The Caterpillar Club

The Caterpillar Club was nominated because they “provide a great opportunity for mums of young children to come together providing a great community asset. Itโ€™s very friendly, very cheap and great for kids, their parents and carers”.

Charvil Fete Committee

Charvil Fete Committee were nominated for their work organising the annual Village Fete. “Every year hundreds of residents attend and enjoy live music by local bands, food by local caterers, stalls by local companies and charities, entertainment from local providers and entrance is completely free. It is accessible to all and the committee strive to make it inclusive for all residents. People give up their time voluntarily to organise and run this event”.

All nominations were received from members of the Charvil community. The nominees have been invited to our Community Connect event on Wednesday 14th May, where the winner will be announced.

55 Years of Charvil Parish Council!

Tomorrow marks a significant milestone for Charvil Parish Council โ€“ our Emerald Anniversary!

For 55 years, we’ve been dedicated to serving the residents of Charvil, working to preserve our village’s unique character and enhance our community. From maintaining our green spaces and village facilities, to supporting local clubs and initiatives, we’re proud to have been a part of Charvil’s growth.

When we were formed in 1970:

Notice of a Vacancy in the Office of Parish Councillor

NOTICE IS HEREBY GIVEN pursuant to Section 87(2) of the Local Government Act 1972 that following the resignation of Robert Jones, a vacancy exists in the office of councillor for the Charvil Parish Council.

A by-election to fill the vacancy will be held if within 14 working days from the date below 10 electors from the Parish give notice in writing to the Returning Officer, Electoral Services Office, Wokingham Borough Council, Civic Offices, Shute End, Wokingham, RG40 1WH of a request for an election to fill the vacancy.

If no such notice is given to the Returning Officer, the Parish Council will fill the seat by co-option.

East Park Farm car park opening hours change: Spring

Change to Car Park Opening Times

With the start of British Summer Time overnight tonight, the car park at East Park Farm will be changing to it’s Summer opening hours of 7am to 8pm daily from Sunday 30th March.

Response to Waingels Rd Planning Application

Charvil Parish Council has responded to planning application number 250407: the proposed development of 9 homes on land to the read of Oak Tree, Waingels Rd, Charvil

Charvil Parish Council are objecting to this application on the following grounds:

1. This site was put forward for inclusion in the call for sites for the current Local Plan and was deemed unsuitable because it was in the countryside between Woodley and Charvil, and โ€œwould fail to achieve a satisfactory relationship to the existing settlement patternโ€, according to the site assessment report of 2019. This plan is contrary to CP11 and does not fit into any of the listed exceptions that would allow development.

2. The site borders a bird sanctuary and the only area of ancient woodland in Charvil. Development of this site would therefore be contrary to CP7, as it is hard to argue that the potential benefit of developing this site would not be outweighed by the potential permanent damage in one of the most environmentally sensitive areas of Charvil. As well as this, there is a great danger of leachates at the construction phase, and any development of this sight would negatively impact the enjoyment of Ashenbury Park which is situated on the other side of the bird sanctuary. Development would permanently impact negatively one of the few green expanses within Woodley and would damage the sense of being in the countryside.

3. Waingels Road is a narrow, and in places, bendy road, with a narrow pavement on the opposite side of the road from this development, and for much of it, is not wide enough for pushchairs, wheelchairs or mobility scooters. The closest bus stops are served by a poor service, and none of the current residents of Waingels Road see this as a viable alternative to the private car. Given that the proposed access is very narrow, and will be single track in places, and the proposed junction is on a blind bend, this will be contrary to CP6, which states that any development should not lead to highway problems. The road is currently promoted as a cycle route by the borough, and the proposed junction will reduce the safety of vulnerable road users. Further, in the site assessment document of 2019, it states that โ€œthe site access track currently lies adjacent to a number of residential dwellings at close proximity, raising concerns of its suitability. The intensification of use of this access, should the site be developed, would result in unneighbourly noise and disturbance.โ€

4. Currently, there is no sewer serving this part of Waingels Road, and even if Thames Water can find a solution to the difficulties they have had installing the first-time sewerage scheme, it has been designed to serve the current dwellings. Because of this, these homes would need their own pumping station, and there must be concerns that in the event of malfunction, the bird sanctuary and fishery to the rear of the site could be adversely affected. The site is also Grade 2 farmland, although we acknowledge that as the site is small, this is not as significant as when regarding larger sites, but taking the two points together, along with the sustainable transport issues, this proposal is also contrary to CP1.

5. Regarding the proposal itself, which is at this stage only indicative and short on detail, the density of the proposal is significantly greater than the density of the existing dwellings, which makes it completely out of character with the rest of the road, and will lead to a sense of urbanisation, which is unacceptable in such a location. The proposed density is greater than in much of the central part of the village and is greater than that of the 75 dwellings recently given permission in Park Lane.

For all these reasons, and those brought to your attention by residents, the Parish Council believes the reasons for refusing this application outweigh the pressures on the Borough Council to approve applications in the light of the shortfall in the five year housing supply.

Parish Precept for 2025-26 financial year news post cover image

Parish Precept for 2025/6

The Parish Precept forms part of your annual council tax, and is the primary source of income for the Parish Council. We spend this money on maintaining and improving a number of facilities around Charvil, from litter bins to the Village Hall.


In April, the Parish Precept will be increasing by 10.8%. For a Band D property, this will be an additional charge of ยฃ8.61 for the year, or around 72p per month.


We appreciate that any increase in your monthly outgoings is difficult. However, due to expected additional expenditure, and changes to employer National Insurance contributions in the coming financial year, the Council was left with no other option than to increase the Precept.


We will be continuing with our programme of village improvements, including repairs and upgrades to our play areas and facilities.


This year, we plan to resurface and repaint both the Village Hall car park and our tennis courts, ensuring they are safe and fit for use for the coming years. We are also exploring options to improve the play area next to the Pavilion, making it safer and usable for a wider range of residents.

Riverways Farm Planning Appeal Outcome

We have been informed of the outcome of the Riverways Farm Appeal by HM Planning Inspectorate.

They have concluded that:

“The appeal is allowed, and planning permission is granted for outline planning application with all matters reserved for a residential development of up to 230 dwellings, open space, internal accesses and parking, drainage measures, landscaping, demolition of all existing structures, and all other associated works at Land to the North of the A4, New Bath Road, Twyford in accordance with the terms of the application, Ref 223455, subject to the conditions in the schedule”
